Verity Vote found over 56,000 Maricopa County live ballots were undeliverable. Those ballots are election materials that The Recorders Office admits they did not retain. The law requires that election materials be retained.

Discarded unvoted election materials present an invitation to illegal voting. This is well-illustrated by Stephen Richer’s review of the 2018 election that he published as the document titled Arizona Republican Party Election Audit PRELIMINARY REPORT January 25, 2019. In the report, Mr. Richer found the below declaration credible enough to include in the report and he characterized it as representative of the allegations made by others.
